OPINION OF THE ADVOCATE GENERAL

Mr Advocate General Tesauro delivered his Opinion on 14 December 1988. * He proposed that the Court:

(1) annul the applicant's staff report for the period from 1 July 1983 to 30 June 1985, inasmuch as the assessors were not competent to draw up the report;

(2) dismiss the remainder of the application;

(3) order the Commission to bear one-third of the applicant's costs.
