OPINION OF THE ADVOCATE GENERAL

Mr Advocate General Tesauro delivered his Opinion on 7 December 1989. * He proposed that the Court should:

(i) declare that, by omitting to introduce and to communicate to the Commission, within the prescribed period, the laws, regulations and administrative provisions necessary in order to comply with Directive 74/562/EEC, as amended by Directive 80/1179/EEC, the Hellenic Republic had failed to fulfil its obligations under the EEC Treaty;

(ii) order the Hellenic Republic to pay the costs.
