OPINION OF THE ADVOCATE GENERAL

Mr Advocate General Mischo delivered his Opinion on 12 October 1989. * He proposed that the application should be dismissed in so far as it sought the annulment of the procedure and of the appointment of the successful candidate. With regard to the application for an order requiring the European Parliament to restart the recruitment procedure, it was in any event inadmissible since the Court did not have jurisdiction to issue orders to the institutions. Finally, he proposed that the Court should apply Article 70 of the Rules of Procedure and rule that the European Parliament should bear its own costs.
