OPINION OF THE ADVOCATE GENERAL

* Mr Advocate General Mischo delivered his Opinion on 11 May 1989. He concluded as follows:

'Since neither of the two submissions made by Mr Brus can be upheld, his application must be dismissed. Pursuant to Article 70 of the Rules of Procedure the parties must bear their own costs.'
