OPINION OF THE ADVOCATE GENERAL

Mr Advocate General Van Gerven delivered his Opinion on 14 February 1989. * He proposed that the Court should:

(1) dismiss the first head of claim as inadmissible;

(2) declare that there was no need to give a decision on the second head of claim;

(3) order the Commission to bear its own costs and one-quarter of the applicant's costs.
