OPINION OF T H E ADVOCATE GENERAL

Mr Advocate General Jacobs delivered his Opinion on 20 February 1991. * He concluded that the Court should:

(1) Declare that, by failing to adopt within the period prescribed the provisions necessary to ensure the implementation of Council Directive 84/539/EEC of 17 September 1984, the Kingdom of the Netherlands has failed to fulfil its obligations under the EEC Treaty;

(2) Order the Kingdom of the Netherlands to pay the costs.
